1 step away from global domination. They just need to give an AI intention. Now, of course, you could say that right now they have intention, but it's a watered down version of intention. A strong intention - e.g. to follow military commands or to collect private information - would leap to loss of control if accompanied by access to.... well basically anything. Fasten your seat belts.
