The idea of AI art was probably coined by someone whose image generator was so bad that's the only thing the output could pass as; that being said, I think an image prompt can be considered art, for example "A dog" wouldn't be art, it would be about as significant as searching dog and licencing the first result then saying it's yours. But let's say you have an entire scene in your head, something original you imagined, then you spend half an hour typing it into a computer and rephrasing, adding details, and regenerating until you have the image you imagined of your screen, I think that is art.
