So in short Elon Musk knows perfectly well that cameras aren't good enough for safe self driving since he has the entire crash data, but speculates on safety to secure government approval and drive stock prices up. He is willing to sacrifice the lifes of the people who have faith in him and his technology. Either that or he is not at all the genius he poses to be and is lied by en large of his executive staff about the performance of the self driving.
