Random anonymous people on the internet are both the problem and solution.
Why not incentivise in the same way that company's pay bounties for finding bugs or flaws in their system? I guarantee if you throw a monetary value out for whoever can provide information on a Deep fake creator(s) first, you will find a lot more people will be caught and more will be less inclined to want to do it to such a detrimental level.
Governments can't really do too much here, the only way to fight internet users is with other internet users!
