People put way too much weight on the magical abilities of humans. If recidivism is predictable then a computer can do it. Sure THESE algorithms failed but we can build one that will succeed. If it is not predictable then humans should stop trying to predict it. By relying on humans to try and then fail we are inviting prejudice and corruption into the system.
The perfect example of all this is that we could use data to prove that the algorithms were wrong. We can tweak and rebuild algorithms if they are wrong. We've been trying to fix the human decisions but that is significantly harder.
