The law to ban states from regulating had to do with the Race for ASI with China. There is a fear that Liberal policies could slow down progress ... ie. AI programing itself to get faster at a logarithmic rate, and leave America at the mercy of a stronger Chinese state. Before you criticize this administration, you should think of what that would mean for the world. The Chinese Government has allowed for the imprisonment of what they deem as political opponents and then harvesting their organs. They have also put millions in concentration camps in the North. If that's the country you want to win the AI war ... then you need to get your head checked.
