Penrose insists on conflating intelligence and consciousness. In the very near future ChatGPT and the like will be able to invoke reason and logic as well as their LLMs. Their response to any question you put to them is likely to be better reasoned and informed than 99.9% of humans, so by any measure an intelligent answer. But is it conscious and aware, almost certainly not. The two properties are distinct.
