I will dumb it down what he said: "AI" can only follow what is told to do within the confounds of it's programming and it cannot go beyond because it's just a program. It doesn't understand what is told and it's even unaware of those rules all together. It's even unaware of itself because there's no difference between it and a simple program like paint 3D.
