I think a smart idea would be to look for room to work with the companies rather than fighting them. For example, leverage the unions to get the companies to agree to use union drivers during Day time driving hours, but then allow automated driving to continue during the graveyard hours and then takes trucks off the road during rush hours. A solution like that helps everyone (including the rush hour public) not just one party.
