Coming to a town near you. They're already taking facial recognition scans at US airports. You can send that scan out to city camera networks and the camera system can search for you on city streets, assuming it is set up to do that. The technology has been around for years. City PD's use a device called a "Stingray" to scoop up all the cell phone signals in any particular area it is used by pretending to be a cell tower and your phone will ping the Stingray disclosing your position.
