My mother works in a company thats making self-driving trucks (not American). Right now the idea is to put a driver in the first truck and the rest of them snake behind the first guy. Issues of course include internet connection, rain and snow covering and messing up sensors. Ultimately self-driving shouldn't be emplemented in personal cars, but tested in trains, busses and trams first, aka in things that drive on one established route with a driver still always present. That will allow companies to figure out the details and quirks, while not pushing dodgy self-driving cars to the city streets.
Auto-pilot isn't the enemy itself, there ways it can be emplmented abd experimented on safely and usefully, sucks most companies don't want to do it due to costs and governments don't care to regulate the issues quickly enough
