Would you shut down all the control mechanisms for the population inside a city with an EM pulse, all while taking in mind just how many things depend on electricity to work? Even tap water and gas pressure valves work on electricity on these days. Do you realize the amount of chaos that would rise up to? What countermeasures do you propose for when problems begin arising as such discontent or riots within the population? Take in mind that there won't be any form of communication nor transport between the different areas of the city. You can ask the people to be calm before the EMP strikes, but it will not last afterwards, when the lights, heat and water begin lacking. Food related problems will follow shortly after. Not all the zones are as well stocked, nor are as well built. Second question, what if that does not stop the drones from coming? And what I mean here is, what if the drones stop for a while, the drones stoked inside the periphery of the city, but whoever is the mind behind the slaughter-drones, is not located inside the city, so his mobility has not been countered.
