AIs would not be conscious because we never wrote a function of introspection for them. We only made it so that they process information in response to our wills.
But one day someone will definitely create that function. And we will be surprised how simple the algorithm is. There is nothing glorious about our consciousness which is clearly a subjective illusion of our brain capability of future simulation and introspection.
