"Prompt engineering" isn't playing the part of an artist, it's literally playing the part of a client who has commissioned an artist.
And yes, that can include making edits and drawing to help communicate to the artist what you want during the proof/revision process. I can draw(badly), so that's how I helped to convey what I wanted when a friend bought me a commission slot as a gift(I don't buy commissions myself because I want to learn how to art, but I also have really bad depression so my muse and motivation rarely meet).
The fundamental purpose of art is human expression, not just to make a pretty picture. People don't like AI art because it is fundamentally soulless.
Luddites also didn't oppose progress, they happily made use of technology; what they opposed were factories that paid starvation wages where workers were expendable chaff and all the money went to the owners, replacing well paying careers. The issue was how technology was used. Of course their enemies were rich and so all people know of them today is the propaganda they were slandered with.
