Government should make law to have X% Human Resources employed for the given job position. Every X million $ revenue a Human Resource has to be employed (for a well defined salary). Also tax every Agent by X% of corresponding Human salary. For these taxes has to be used for the unemployed, also these rules/laws prevent companies to fully automate everything.
