9:30 Electric buses and self driving buses would solve that cost and that time issue. They're cheap to operate, can be swapped out reliabily for route substitutions, don't need new infrastructure, and carry 50+ people each. Just paint the right or center lane of every highway and multi-lane as a buses only lane with camera enforcement.
Then every bus that makes its monthly running costs back in faires keeps that route. Ones that don't get assessed and can be reassigned to overcrowded routes, and net profitable buses can be used to subsidize the critical service routes that aren't quite able to break even.
Also: the capacity can be adjusted by the minute with the down buses or low use route buses being able to re-asign quickly to special routes during high demand events.
This also wouldn't affect bus drivers since the ability to have a manageable number of buses to intervene in for emergencies would mean adding the capacity will still require qualified drivers to monitor them.
Overall, it's a pretty good way to rapidly expand public transit in areas that are far centered.
