24:47 this is the problem. By regulating AI in an effort to avoid harm to own society, you will end up weakening yourself and open yourself up for attack by the adversary.
The best option right now unfortunately is to utilise ALL of the tools in the toolbox to semi-permanently remove the threat, returning the world to the unipolar world order lead by a strong democracy, so that rules can be set and enforced without the worry about being outcompeted by the bad actors.
