Until these vehicles can operate passively, without irradiation of the driving public, and their passengers; which includes children, they should be banned from the Post Roads as a minimum. A driver can see to operate a vehicle without radar, and until a driverless vehicle can do that; without using ionizing radiation, it is a menace to the public, not a boon. As we have seen with drones, false signals could be used to disrupt their operation, and compromise safety anywhere they are in motion. In addition, they could shut down blocking vital transportation hubs, endangering national security.
