How does he figure that governments will be able to make and enforce laws to prevent AI from creating hyper-realistic fake leaders and propaganda sources?---A lot of people in governments would likely fight such efforts under such headings as "interfering with speech and/or creativity". Very very hard to control regardless/even IF there are strict laws and stiff punishments. AI will be used in very dangerous, insidious ways.
