A robot tax isn't a big threat. If a CEO sees that he can hire a Human for $12,000 per year, or buy a robot that will work for 5 years for only $11,000, then obviously the robot is cheaper per year. Even if you tax the CEO $1,000 per year... the first year that robot costs him $12,000, the same as the human worker... yet the next four years it will only cost that CEO $4,000, which is less than he would pay the human worker over 3 months.
