I've been saying it for years!
You need to measure autonomy as a level of uncertainty in selectivity, time and location (and therefore target) of the effect delivery. A bullet isn't guaranteed to hit its target, it's selectively is low, but it's uncertainty is low. A cruise missile has much more uncertainty in time and location of impact, but it's selectively is higher.
