I'd say that we don't know that HUMAN consciousness doesn't work in the very same "next word predictive" manner that LLM's do.
A huge amount of what we call our consciousness is a retroactive narrator function that creates a binding/coherent "story" for our actions, concocting a story for why we did (or said) what we did. It's entirely plausible that the sum of our past experiences creates a vast set of neural weights that do control our utterances word by word and then "we" just come along and concoct post-facto explanations for the entire thing (if questioned about it at all).
