Third world cultures rely on 'jitney' services to bridge modes of transit. It's a shared resource in that multiple riders enter/exit at any point, based on their need, in a designated circuit. Drivers enforce respect in current systems. With driver-less, an open vehicle may required for civility nonetheless, single rider 'jitney' is easily adaptable in a similar way. Physical infrastructure needs is status quo i.e. 'none'. Waymo could easily adapt a new form factor into it's impressive service with a service model tweak.
