I think a much better word instead of consciousness is "will". We have a will to do things. And I believe AI does not have any will at all (and this is what it's fundamentally lacking and what it'll always lack - sure you could try and mimmick this by randomly giving it pre-coded instructions it'll execute at random times but it's not deciding by its own will to get up and do something without external motivation or triggers).
Consciousness is a much harder thing to define and I agree we need to avoid discussing its existance. Will, on the hand I believe is something we can understand better. AI is always waiting for input.
It has no "thoughts" in-between our inputs to it (if it has already stopped processing our previous command).
