Matthew, not disrespect but I hope the scope of your view can be larger. Have you ever think in this world, there are some "countries", especially those who are not a big fan of US would totally adore this open letter? So they can catch up your progress while you are stopped by yourself. Furthermore, what make you think those countries would follow this open letter call for? They are hoping day and night that they can get pass you and leave you behind so they use use their AI to do whatever they want. Finally, even when there is such a law has been developed, what make you think those "countries" would follow?
While you are worrying AI would become dangerous and deceptive in future, what you should worry about are some people. It's people to leverage the tool they have to harm the society, not the other way around at least in the foreseeable future.
