Hmmm. This starts with a circular argument. It basically states that if your force companies to license, then there is market, then there is a loss, therefore there should be a law.

Just apply the law the same as humans. If it’s freely available, then it’s freely available. If one needs a view license, then one must pay. Once. To view.
E.g. How much do I have to pay to show a movie to one employee. That’s that price. Period.
Also, can we really base laws on how we currently train AI? Can my house android watch TV? Is that okay? No… send my ass to court. Hmm. Not loving that.
