i see a bias towards china here. when discussing china government use of ai it is about surveilance, military, influence. but when german government it will be used for healthcare, public administration very positive. can china government not use ai for positive things, and german government use ai for negative things? if germany wants to be a good steward of ai, it cannot tow the line of usa anti chinese propaganda. it should build close relationship with china and learn how the government uses its ai capabilities. it should encourage china to invest ai tech in germany. because ultimately china will be the fastest to implement ai systems in their government because of its authoritarian structure as opposed to germany slow democracy. but authoritarian doesnt always equate bad use of technology. im pretty sure that china's primary goal in implementing ai in government is to help administration and deliver effective and efficient services to its citizen. if germany wants to be a leader in ai, it must forge its own path. build close ties to BOTH usa and china, and not just be a dog of usa propaganda by scare mongering the use of china of ai technology. if german is serious in becoming leader in ai it must partner with the fastest growing ai technology as a nation and that is china. in usa ai implementation especially in government will be very slow as its people naturally distrusts technology in government processes, while chinese people embraces it
