Who builds, maintains, designs, and does everything needed to end up with a robot?

It is who owns the robots that are important. Just like slaves, if you own them, then you make more money and have more power. Receiving money from the government should have never been something that existed because we are the government. The government is made up of us. So what we are really doing is re distributing wealth. Unless we are talking about social security that those individual paid into the fund and have earned the money already. But even that shouldn't exist because if the individual dies early, all of the income disappears into the GOVT. Pockets. Their children are not compensated. Anyway. The government being involved is a bad idea. Universal income requires you to follow laws. Just think of the movie dredd. Life is worth less. Civil War is everywhere and people ar crammed in the tallest buildings because that's the only place to live in because of "Marshall law".
This is another form of eugenics.
