Ai generated images are just as much art as other images, especially those that are not produced entirely by people without technology to asist.
Showign people misusing it doesn't make it not art. Just like someone trying to take a photo and pass it off as a photorealistic painting or rendering wouldn't make photos no longer art.
As for stolen, for the most part it is no more stolen than regular people looking at art and being inspired by it.
People train using copywritten images. Why should AI be prohibited from doing that?
The only ethical way to limit it is if you place the same limitations on people. e.g. if you want AI generated art to list its sources, make people do that as well, listing every piece of art they have ever seen which in any way contributed to the image they produced.
