Having a policy that forbids, no, prevents AI from becoming sentient is not saying it can't be - more like "we won't let common folks know it is". Mankind has created, and still creating, things that can ultimately doom her future. First it was nukes, now it's AI. Not even the brilliant minds behind this marvel of technology know how far this could actually go.
