I can't completely agree with the statement. If we look at our distant predecessors (worms for example), they are a very close analog to what modern the AI is: their cognitive functions don't have neither learning abilities nor consciousness. But the consciousness somehow has emerged from this primitive model in the course of purely quantitive evolution.
