Even the economies of scale isn't favorable to Autonomous Vehicles. Alphabet(Google) has been burning billions to make this work and Waymo would most likely be subsidized by their advertising division FOREVER. Transit is most difficult industry to profit if it is your only source of income due to the 1st law of thermodynamics. It's just difficult to get things start moving or stopping. It's easier to throw that expenses to citizens by making citizens drive to their destination and accommodate driving rather than making a sustainable mass transit system for the people.
There's a reason why train and tram lines tend to be sustainable and even profitable because due to volume of people it can carry. Even just two guys in one car is substantially more efficient those same guys in separate cars. Since most city and suburban travel just go on a few roads, why not replace extra highways with nice sustainable public transit?
