As someone who is disabled and suffers mental disabilities- I literally suffered for my art. I was going through endless days of suicide attempts and trying to not my anxiety make me freak the fuck out- but I STILL wanted to get better at art. I STILL tried.
ANYONE can do art, it just takes passion and a willingness to learn. What's the excuse? People think that being an artist just lauds you with praise and veracity but there's never any mention for how that person probably had to draw every day for YEARS, or the anatomy studies, or color studies, or practice. For every 1 "talented" artist, there are hundreds more languishing over their craft.
The AI techbros pushing this are well and truly trying to justify their attempts at art (read: monkeys let loose in a mall and they tear and eat and shit all over the place.).
