Calling it predictive policing only tells me that they know the justice system doesn't work. They are predicting they are going to reoffend because they weren't punished and rehabilitated. Also doesn't the county have a code enforcment team? Seems like this is a gross misuse of public SAFETY personnel. Even subpoenas have to be handed directly to the person to verify ID.
