One major problem with this letter:
The obvious truth that "none could reliably predict" the impact of the printing press or the ARPAnet or even the broadcasting of actual proof of life that is not from planet Earth is not a "reason" to cease pursuing to develop and utilize such tools or knowledge, unless you're a member of the priesthood working to retain its monopoly over such tools or knowledge, primarily by denying access to such tools or knowledge.
The formation of an international/global council to govern both the development and utilization of General AI seems like a prudent measure to take. However, developers, like Elon Musk with Optimus robots and vehicles capable of self-driving would clearly have a built-in conflict of interest, so the council must be staffed extremely carefully, to avoid even the possibility of the appearance of such conflict of interest. Are we humans capable of creating such a council? I think we are, but those with conflicting interests, like Elon, would need to be willing to allow others to decide just how far and how fast people like him can go in their development and use of AI-based tools and knowledge, as well as their dissemination to the general population.
