Penrose is an astrophysicist and should stick to what he knows. Most of those involved in AI believe that if AI is not conscious it will evolve and achieve consciousness in the near future. We ourselves have little understanding of the nature of human consciousness let alone the consciousness that AI might attain. The idea that life is confined to carbon has been described as "carbon chauvinism" which is exactly what it is.
