Yes, AI weapons can be dangerous. Just like any weapon.
I think that banning a technology doesn't mean it won't exist. It only means the "good guys" won't be allowed to use them, while the "bad guys" will terrorize us with them.
Regarding the fear of AI taking over humans, I think this is really far fetched for the time being. Current AI is pretty dumb.
