Have they programmed the nukes to take out existential threats to the planet, with decisions made by AI? I assume that's an "autonomously deciding weapon." I'dsuggest they take out the food additive factories first. Billions of people are staggering around everyday poisoned by these chemicals--they are trying to work and get through the day, but then the debilitating migraine hits.
