There is one main thing preventing full AV adoption. The only way for AV to work is that every vehicle on the road (cars, trucks, freight, emergency, etc) has to be self driving. Humans will always act selfishly, irrationally, impulsively, and make mistakes. No amount of preprogramming and machine learning can correct for reckless human drivers, sudden accidents, or general human stupidity.
To fix this, AV car manufacturers would have to lobby law makers into making it illegal for people to drive their own car. We can't even stop people from drinking while driving or driving without a seat belt. How do you think an entire country would react to just the possibility of being told they can't use the $10K~$20k+ they bought?
