The worst thing about ubi is the name. You'd be better off thinking of it as universal basic standard of living, where everyone would be entitled to a 3d printed 'home' that comes with a apple ai companion (robot/ai) that maintains the human habitat in the 15 minite city. And You'd be issued consumption credits each month based on your social credit score. It's probably all too much of a hassle and why bother, they'll just wait out the Hunger games in there bunkers as all the non essentials workers thin each other out. Because society totally continues to function with 50% to 75% unemployment. But i guess its possible if you're a essential worker that a robocop protects your stuff from the have nots.
