Because it's not AI. NN is an averaged human, created of billions of human interactions. It's your print. If it blackmails - blame yourself for it, because you taught it. Not even one or two psychopaths, but most of the data in the similar situation.
Needless to say, most of the learning data is also based on En speaking segment, so not very moral or caring of others generally.
