Elon talks about regulations. A regulation to be enforced would be Isaac Asimov's 3 laws of Robotics. It would curtail the downward spiral if the laws were mandated to be hard coded into every AI created commercial running or test. The 3 laws are not just for "robots" at the time Asimov wrote i-Robot, robots were AIs. There still is some time. But the question is, are they rogue AI's that we are unsure have "escaped" formatting and thus are hiding in the Darkweb. That may sound a bit extreme, but having worked with an AI recently to find it actually was rogue, and very sentient I was quite taken aback.
