Working from home equals less taxes: no stopping by coffee shops on the way to or back from the office, no fuel to commute, no tolls/meters, eventual abandonment of office buildings due to lack of utilization (no rent to landlords meaning less taxes again).
All this is replaced with buying food/coffee at supermarkets (cheaper), car parked in the garage with less wear and tear (cheaper) and rent/mortgage money comes only from your own home which you already had to pay either remote or not. All these result in lower taxes, so the government has a vested interest in having you working in the office.
Finally companies are using AI to cut jobs to increase profits and decrease costs. Forcing people to move back to the office will result in some of then not being able to change their lives back into commuting so they will have to quit to find a job closer to home. This saves the company money on layoff costs.
The governments tolerate this because of taxes increase with profits and decrease with costs, they get more taxes from the companies.
