A big part of the problem is, like he states at one point, that there's no real definition of what sentience is. For what is worth, we cannot be sure any other human being in the world besides ourselves is "sentient", since the experience of sentience is entirely subjective. We assume so because everyone else looks like us, but it would be entirely possible for every other human in the planet to just be a mimic that adjusts its observable behavior in a way that we perceive to be compatible with sentience.
The Turing test roughly goes like this: if a human cannot tell apart an AI from another human during conversation under certain specific circumstances, then the AI behaves in a way indistinguishable from a human and so we have to assume it is sentient. If a surface looks, feels and smells like wood, it must be wood right? But could it be a man-made material that mimics wood? I guess you could only tell by analyzing its molecular structure, which is what tells apart "wood" from other materials. However we don't have similar tools to tell apart a sentient being from an extremely good impression of a sentient being.
Questions like: what's a "soul"? Is it the same as being sentient? If it isn't, does every sentient being have a soul? can a non-living entity be sentient? are at the core of this matter, and these aren't easy questions. What Blake talks about in this interview needs to be considered, not swept under the rug.
