Policing deepfake would require some sort of personal pc monitoring because it is inevitable for the software to start working on home computers. Look at how fast 3d printing certain items had become kind of easy and cheap. I'm not solving any problems with this observation, but if you're hopeful to solve this or believe it's a problem you should know all the challenges you have to deal with to get it done.
