I’ve always seen parallels between the use of fully autonomous weapons and unrestricted submarine warfare. Between WWI and WWII, unrestricted submarine warfare was regarded as a terrible and inhumane tactic that no civilized nation would ever stoop to. Then Pearl Harbor was attacked, and the US immediately executed such a campaign against Japan. Likewise, I think the inhibitions surrounding the use of fully autonomous weapons would quickly be abandoned in the face of another great power conflict.
