The "AI democratizes art"-argument has to be one of the most ignorant takes in this discussion. As if art isn't already in essence accessible to everyone. Like you said, pen and paper are super cheap, and there are technically ways to express yourself artistically that don't even require those. If anything, AI takes this freedom away by discouraging new artists from actually developing their skills.
