You forgot to mention how the AI works, which is the entire reason for the situation.
It uses an index to calculate how likely a person is to be involved in a crime, be it as the victim, perpetrator or witness. Growing up in a dangerous neighborhood, knowing people involved with criminal activities, their relation to convicted criminals, etc.
