I think that the answer lies with the automation itself. Instead of programming the cars to make a decision, this car and all the vehicles around it should communicate via sensors and network, so that they stop together or adjust speed with relation to each other to allow for changing the lane. Till the threat is diverted. I believe if all devices coordinate together the evasive action could be instantaneous.
