He's digging too deep into it. ChatGPT just takes the patterns of phrasing without thinking too deeply about every word or the implications of using it on its state of consciousness (and tbh neither does anyone), so it might say sorry as part of something like "I'm sorry to hear that you... etc" because that is a common phrasing to convey understanding that there has been a grievance and not that someone is REALLY sorry
